General

Enables the radio to unmute to all carrier squelch activity on a Conventional communications channel when the microphone is off the hook. This is true even when the selected radio channel's Unmute / Mute rule requires Private Line (PL). This allows for monitoring of a Conventional channel to prevent transmitting during another conversation.
